    is seeking one (1) candidate to fill our available Behavioral Health Workforce Program Coordinator (Human Services Program Consultant) position.

    Official Position Description

    40% - Acts as program consultant for behavioral health workforce programs targeting underserved areas of Ohio (e.g., Ohio Substance Use Disorder Professional Loan Repayment Initiative, Ohio Physician Loan Repayment Program (OPLRP) Medication- Assisted Treatment Enhancement, National Health Service Corps [NHSC] Substance Use Disorder Workforce Loan Repayment Program). Collaborates with Primary Care Office Workforce Program Coordinator in operation of additional workforce programs that include behavioral health providers (e.g., State Loan Repayment Program [SLRP], [OPLRP],J-1 Visa Waiver Program). Interfaces with the NHSC on behalf of Ohio sites (e.g., certified opioid treatment programs (OTPs), office-based opioid treatment facilities (OBOTs), non-opioid substance use disorder treatment facilities, and other safety net sites and clinicians (e.g., behavioral health professionals, substance use disorder counselors, registered nurses, pharmacists). Provides technical assistance to clinicians seeking placement in Ohio and to sites seeking recruitment/retention assistance. Monitors provider placements through onsite visits, telephone contact, and/or reporting forms for compliance with program requirements and/or eligibility for continued program participation. Assists in developing materials (e.g., fact sheets, application forms, website information) and/or presenting information about underserved area practice opportunities and recruitment/retention programs to health profession students, practitioners, and community groups. Assists in developing recruitment/retention initiatives (e.g., identifies potential funding sources, legislative changes and policy and procedure revisions) to address unmet health care needs of underserved Ohioans with other state and local partners (e.g., state agencies, professional associations, non-profits).

    20% - Provides technical assistance to researcher regarding mental health Health Professional Shortage Area applications in support of behavioral health provider recruitment/retention programs as needed. Assesses candidate, site and community needs (e.g. requests, obtains and evaluates information, such as area of discipline and specialty, practice location and type, use of sliding fee scale for patients) to determine recruitment/retention program(s) best suited to individual and local

    situations; matches candidate and site needs and makes appropriate referrals; assists in preparation of contract offers to selected state loan repayment program candidates; facilitates candidate and site applications to NHSC programs; prepares J- 1 Visa Waiver Program applications for federal submission.

    15% - Assists in preparing Primary Care Office and SLRP grant applications, including development of goals, objectives, activities, outcomes, timelines, budget estimates, and evaluation plans. Reviews and recommends approval/disapproval of applications for state loan repayment, NHSC, and J-1 Visa Waiver programs. Assists in monitoring and evaluating spending for state loan repayment program participants.

    25% - Prepares and maintains required records for use in preparing progress/performance reports for federal grants. Develops materials and coordinates promotion of recruitment/retention programs with interested parties (e.g. health professions training programs, statewide associations, licensure boards). Assesses training needs related to program policies and procedures and develops and delivers training. Prepares articles on recruitment/retention activities for inclusion in newsletters. Travels to training and conferences to keep abreast of developments affecting workforce programs, and to expand knowledge and skills related to coordination of recruitment/retention programs. Reviews and responds to inquiries and complaints related to recruitment/retention programs from candidates, participants, sites, and other interested parties. Operates personal computer to enter and retrieve data regarding candidates and sites, and generates reports regarding recruitment/retention activity. As assigned, serves as a member of a Disaster Recovery/Business Resumption Team, Incident Response Team, or similar public health response team which may include the conduct of operations on a 24/7 basis at remote locations.

    Minimum Qualifications

    1.Completion of undergraduate core program in social or behavioralscience, health or pre-medicine or comparable field; 18 mos. exp. indelivery of human services, health care services or medical assistancein governmental, community or private human support services agencyor medical provider.

    OR

    2.Completion of graduate core program in social or behavioral scienceor medicine-related or comparable field; 6 mos. exp. in delivery ofhuman services, health care services or medical assistance ingovernmental, community or private human support services agency ormedical provider.

    3.Equivalent of Minimum Class Qualifications for Employment notedabove.

    Educational Transcript Requirements

    Official educational transcripts are required for all post-high school educational accomplishments, coursework, or degrees claimed on the application.     Applications of those who meet the minimum qualifications will be further evaluated against the following criteria:

    Undergraduate or advanced degree in social or behavioral science, health, or pre-medicine

    Experience in healthcare program planning, development, and implementation Experience working with behavioral health or substance use disorder professionals in training or in practice

    Experience in evaluating compliance with federal/state program criteria Experience in providing consultation/technical assistance to community health centers, community mental health agencies, opioid treatment programs, or other substance use disorder treatment facilities

    Experience or coursework in program budgeting

    Experience in writing reports, articles, web content, and correspondence Experience with computer software (e.g., Word, Access, Excel, PowerPoint) Experience in preparing and delivering presentations

    Experience in grant writing

    Additional Information

    Unless required by legislation or union contract, the selected candidate will begin at Pay Grade 12, Step 1 of the SEIU/1199 Pay Range Schedule, with an opportunity for a pay increase after six (6) months of satisfactory performance.
